&lt;p&gt;The phrase "penultimately terminate" stumped me for a few minutes. What does it mean? Does it mean "prematurely terminate?"&lt;/p&gt;

&lt;p&gt;"Even this language is misleading — the effects of the means with which a group is empowered is coupled more strongly to the social norms surrounding those means than the means themselves."&lt;/p&gt;

&lt;p&gt;This one stumped me too, but the sentence before it and couple of sentences after it made enough sense that I could skip it. (Here I'm not asking you to explain, but just pointing it out.) It's like you're trying to freestyle, using the word means so much!&lt;/p&gt;
